i. remain employees squashed villages struggle against an american oil company that is exploring fish gas close to their homes. no resolution protesters in kiev pledged to continue besieging the government to the end despite the opposition losing a no confidence vote. and libya's are militias are on the receiving end of public fury over the government's failure to bring security or stability to the oil rich country.
7:01 am
welcome you're watching r.t. international with me andrey pharma. fracking a technique designed to recover gas and oil from shale rock is making more and more enemies around the world for younger stems from the potentially enormous environmental dangers posed by the extraction method the most recent and the fracking rallies have taking place in romania and northern england as police reports it's a tough struggle for locals and activists. fracking and protests seem to be synonymous to my experience of covering these stories there hasn't been an area where locals haven't been opposed to this technology taking place on their doorstep and there's just been a crackdown we've heard reports from remaining here where police have forcibly removed local villages from where energy giant chevron was supposed to start test drilling well i can tell you i can believe that that crackdown was brutal and i can
7:02 am
tell you it would have to be because i was in that village and i was covering about story when those protesters were forming a human chain around that site and they said to me that they would fight to the death to avoid this fracking taking place in their local area somewhere where they are very proud of their clean. water that will gammick fruit and vegetable that they. the agriculture. and for them it was a big issue they were just enraged that the authorities had simply sold them out to this big company without telling them about any of the crops the quinces all of the potential technology of the risks of this technology and i have to say that these protests aren't limited to places like romania this is certainly an issue that's not this is certainly a big issue in the u.k. as well the people here aren't immune to it at the moment we've got protests taking place in greater manchester where
7:03 am
a company called i gas is supposed to start exploratory drilling and we know that protesters there have been trying to block roads in order to avoid trucks from arriving at the. it's just one particular test well but this company is supposed to be. opening more wells and they're supposed to have more. drilling sites because the northwest of england is full of shale gas its reserves the last u.k. in terms of energy supply for up to six years and i've been covering these fracking stories we've had protests in sussex as well as other test sites and i personally spoke to a man in lancashire last year who showed me a crack on his wall from earthquakes that had taken place near blackpool. or fracking taking place there so these are things that are still these protests are
7:04 am
still taking place and there is a sense of course the protest at the moment in manchester that is an exploratory drilling that's a test site but there is a sense that if companies are investing money into exploratory drilling it's going to lead to fracking. fracking is also causing a stir across the atlantic the u.s. state of texas was shaken by several earthquakes last week with some scientists pointing the finger at dozens of shale gas drilling wells in the area. and went to find out about the concerns there. we're in a town called them to in texas guess wells are everywhere here they're hard to mix the two hundred and seventy three gas wells just in this town fracking is responsible for the gas boom in the west but people here fear that they're going to be the ones paying for that. i'm very worried when they start fracking i will have to leave because of the diesel fumes more than anything i was has already had two
7:05 am
heart attacks from it and they tell us it isn't environmentally basically coming from the actual whales. we do believe it's coming from fracking you know the gas industry holds a lot of weight with the government that is frightening but when you see where your friends and family are being polluted you see people getting sick around you you have to keep it for and you have to keep gathering you have to keep speaking out because you know it's right while energy giants are rubbing their hands you get into suppression of gigantic profits many here are increasingly fearful about the water they drink about the air the three about the land that their house is standing on and they don't trust the government assessment of the damage from fracking because they say the oil and gas industry will make sure that no conclusive study comes out and even if it does come out they believe the industry
7:06 am
will make sure that it doesn't become a basis for effective regulations in denton texas i'm going to shut down or take. on to disco behind fracking actually works why people don't want it anywhere near that home said to take a look at our teeth comb. protesters in kiev and i partially blocking the government building where the cabinet is planning to hold a meeting opposition m.p.'s have also disrupted the work of parliament by blocking the russia meanwhile nato leaders have condemned what they call the excessive use of force in kiev russia's foreign minister has also commented on the vast involvement from abroad in ukrainian crisis after meeting the head of the western military alliance. and is that what you're looking for in with the accuser. because there is that you i don't know why nato secretary general anders fogh rasmussen answers questions concerning the possibility of russia sending troops to ukraine i don't know why such questions are being asked us i believe it creates
7:07 am
a distorted picture and such signals could pick the wrong picture of events in some minds we consider the events in ukraine an internal matter. meanwhile the executive director of the ron paul institute for peace and prosperity says kiev has been seeing a pattern of provocation throughout the two weeks of public dissent the u.s. and the e.u. talk a lot about european values and western values but is it a western value to allow a foreign country to come in and influence politics on the streets of course it's not you see a pattern here of of escalation in provocation i think really the protesters on the ground they had a very large public provocation a few nights ago they were using chains and tractors the question now i think is will the protesters ratchet up looking for a government overreaction so that they can get some new energy into their protests you know what's funny the u.s. has counseled. nonviolence but what would happen if i'm here in washington what
7:08 am
would happen if someone drove a tractor and tried to drive it into the white house lawn you're going to tell me that there wouldn't be violence against the one hundred thousand people trying to break into the white house. there are surrounding ukraine's mixed signals to be the focus of the latest edition of artie's cross-talk. there are voices in the european union and some prominent newspapers as well as probably some prominent european union officials are saying that the government now in ukraine is illegitimate which is rather strange isn't it because two weeks ago they were in negotiations with that it's likely really as you say to talk about legitimate government and that very clear the signal of the ukrainian government was one that was of course slightly from the outside but was very very. proud of the dawn for viral. anti militia rages engulfed another libyan town
7:09 am
a mob of protestors in has reportedly driven out an armed group of islamicists libyans are furious at the lack of government control which has allowed militias to run rampant throughout the country meanwhile the embattled authorities in tripoli have given separatists in the country east country's east a ten day deadline to stand down militias have formed a self-proclaimed autonomy they're seizing more than half of libya's oil supplies the crisis is already seen the export of crude from the country plummet to just ten percent of previous level. libya is no longer able to satisfy even its own domestic needs for oil at the moment producing just half of what is required meanwhile corruption is booming and the country has tumbled to among the worst world's worst for graft an estimated seventeen hundred armed groups have led to a nationwide security crisis and authorities have been unable to take control of
7:10 am
the country's arms supplies which are mostly in the hands of militias well let's bring in. who's head of the arab lawyers association knight now he joins us thank you very much for coming on to the program the softer name why do you think the libyan government is struggling to control the country so badly well there are principally two reasons first of all the government itself is not in control it's not coherent they don't have the proper structure and secondly there is the fracture of the society on ethnic lines on tribal lines there is the external interference whether it's regional or from the neighboring countries are from europe you have the historical division between the east and the west and then you have the struggle between the various factions of politics each one of them want to control the scene these various aspects relating to the
7:11 am
factions but at the center there is the lack of the presence of government and there is the lack of control these two both these two factors would lead to this situation we've seen the rise of islamic militias here what is the role of islam this in libya i mean how influential are they what are their goals well i think in the first instance i think it's a misnomer to talk about islamist movement because. unlike the other countries it's another to go even almost all of the libyans are muslims all of them are of the sunni so. the but there are political movements at least there are four separate political movements the main ones you've got the stomach movement for change which is one which was a long time ago and they even went into a discussion with. you know the muslim brotherhood have a long history then you have the islamic collective which started in one nine
7:12 am
hundred ninety two outside the country and then you've got the sufi movement so that now there are at least four main. movements in libya but each one of them you have divisions which are either tribal or regional and the most important problem they have here is that the weapons have continued to be in the hands of the people many of them are not surrendering their or their weapons so instead of having a purely political dispute over the power sharing they are using and this is where the whole control issue is no longer available and let's talk about the economy take for the moment because in the east we deny that separatists they're taking control of the oil reserves well what opportunity and what chance do they have to sell latter oil themselves and use the money for their own ends well i think this one relates to the external market as long as there are countries and companies who are willing to purchase the oil whether from italy or from france or or the u.s.
7:13 am
or for that i feel where there are countries who are willing to buy then certainly if you have the installations that you have the pipeline you have the building down of you could still some cells are oil and this oil which is being sold it is sold outside the control of the state so the locality would be the one they would receive the money this is how the scene at the present moment seems to be at least in part the government is still trying to continue to operate as a simple government whereby the minister of oil and limb. yeah deals with the other oil companies they sign contracts for us but nevertheless there is this idea of selling oil leak locally in the eastern states that we've heard that the economy is in dire straits at the moment what's the chances of western help for this what's the chance that western countries might financially try and support the government in libya well quite frankly i'm not so sure that the western governments actually
7:14 am
would be interested in a stable libya and i think they participated in creating this to asia the current situation is not too bad as far as the u.s. thing countries are concerned their interest is still there the libyans are buying goods from the from europe from the west they're selling oil from the west is interfering with various groups some of the countries some of the western countries france britain and what have you they are actually backing more than one or one group or another so i am not so sure that the west is actually willing or interested in doing that of course they can do that if they so wish but i don't think they are doing that ok we do have to leave it there but thank you very much for sharing your thoughts with us that is. the president of the arab lawyers association live from london thank you. amid the power struggle in libya tribal groups are largely being left to fend for themselves some are being targeted by

to become the second most used to trading currency its share of world trade is now almost nine percent rising from just one percent last year the u.n. success marks china's efforts to influence the world's economic arena as financial analysts gather monny explains. clearly it's a big victory for china. to get the number two spot this is this the big objective obviously of the of the government in beijing to further internationalize the redmen beer that you want they have been working on this for quite some time you can go tell it to some extent as china seeking its own place in what it believes to be its own rightful place in the global economy whether it's these or be the united states or whether it's a reserve the japan of the rivalry that it has an asia both in strategic terms but also in economic and financial terms and also of a europe as well so clearly there is

a desire for china to to to exert greater influence and to have a larger position in the global that just the trade markets but in the global financial markets where the world trade system is still dominated by the u.s. dollar although its position as a global reserve currency has been shaken but china which is the world's second largest economy is trying hard to become less dependent on american currency that's what keep boy filled from the center for policy studies told us earlier. needs investors are wanting to diversity we're far away particularly from the u.s. dollar you've got to remember the china is the largest holder of u.s. treasury bills and they got a nasty fright this year when you saw congress not really able until the very last minute to agree a budget package you also have to remember that some of the biggest sovereign
